Tax refund?

I was wondering my husband has an outstanding student loan and we were told that it would be offset by our Federal Return this year well they did not offset it. We filed and got our tax refund before this stimulis thing was passed (he is also military if that makes a diffrence) do u think that they will offset his student loan from the stimulis refund or not seeings how they did not take it out of our federal return

Can somebody explain what the tax refund that President Bush pass is about? If I get one, will I have to pay it back? Something about 0-1200 per individual. Can someone explain?
